bguirk Montreal is not so bad for that, there are english people there, and there is even an english part of Montreal.
Now the wrest of Quebec is a different story, specially if you go to places where they only speak french, lots of them don't understand or speak english, and, yes, there are some french nazis that do understand and speak english but won't answer you and pretend they don't understand cause they want you to speak to them in french.
